重大疫情防控中网络监督的效能提升探析

摘　　要：网络监督是大众监督在网络领域的拓展和延伸。在此次新冠肺炎疫情防控中,网络监督在疫情信息传递、抗疫物资调配、防疫措施落实和战“疫”决心凝聚中体现了重要价值。与此同时,也暴露出了网络信息公开、网络舆论引导、网络监督约束机制和网络监督权利保障方面存在的现实短板。为了使网络监督更好地服务于重大疫情防控,提升防控效果,就需要坚持以民为本,及时公开疫情信息;强化防疫显政,正面引导网络舆论;健全约束机制,充分保护个人隐私;完善权利保障,不断推进依法监督。在提高网络监督的公信力、引导力和约束力的基础上,进一步促进网络监督效能转化。Network supervision is the expansion and extension of public supervision in the field of network.In the prevention and control of the COVID-19 epidemic,network supervision has embodied important value in the transmission of epidemic information,the deployment of anti epidemic materials,the implementation of epidemic prevention measures and the cohesion of"epidemic"determination.At the same time,it also exposes the shortcomings of the network information disclosure,network public opinion guidance,network supervision and restraint mechanism and network supervision rights protection.In order to make the network supervision better serve the major epidemic prevention and control,and improve the prevention and control effect,it is necessary to adhere to the people-oriented,timely disclosure of epidemic information;strengthen epidemic prevention and manifest government,positively guide network public opinion;improve the restraint mechanism,fully protect personal privacy;improve the protection of rights,and constantly promote legal supervision.On the basis of improving the credibility,guidance and binding force of network supervision,further promote the transformation of network supervision efficiency.
