摘 要:2003年“非典”事件后,我国开始着手建立并逐步完善以“一案三制”为核心的应急管理体系。当前,我国应急预案建设如火如荼,无论是在范围上、层级上、类型上还是在效果上都取得了不错的成绩。然而,我国应急预案建设起步较晚,匆忙应对倾向比较严重,其在编制、公布、启动、评审、修订和体系协调与适用等方面存在不少问题。制约因素主要源于主体风险意识尚未自发形成、预案性质异化、预案管理脱节和预案管理僵化四个方面。对此,相关主体可从强化风险感知、增强文本科学性、注重动态管理等路径予以完善。After the SARS incident in 2003,China began to establish and gradually improve the emergency management system with "one-plan-three-systems" as the core.At present,the construction of emergency plans in China has made great achievements in terms of scope,level,type and effect.However,the construction of emergency plans in China started late and the tendency to respond in a hurry is relatively serious,and there are many problems in the preparation,publication,activation,review,revision and system coordination and application.The constraints are mainly due to the fact that risk awareness has not yet been formed spontaneously,the nature of the plan is alienated,the management of the plan is disconnected and the management of the plan is rigid.In this regard,the relevant parties can improve the plan by strengthening risk perception,enhancing the scientific nature of the text and focusing on dynamic management.
