摘　　要：公共档案解密与开放是其提供利用的前置环节,也是保证公民知情权的重要途径。法国经过长时间的实践与探索,建立了完善的档案解密与开放制度,具有明确性、连贯性、过程参与的社会性、监督机制的完善性等特点。借鉴法国的经验,我国可以从明确解密与开放的规定、促进解密与开放的连贯、构建公众参与的长效机制、完善解密与开放的监督机制等方面着手进一步完善公共档案解密与开放制度。The decryption and opening of public archives is not only the prerequisite link of their provision and utilization, but also an important way to ensure citizens’ right to know. After a long time of practice and exploration, France has established a perfect archives decryption and opening system, which has the characteristics of clarity, coherence, sociality of process participation,completeness of supervision mechanism and so on. Drawing on the experience of France, China can further improve the public archives decryption and opening system from the aspects of clarifying the provisions of decryption and opening, promoting the coherence of decryption and opening, building a long-term mechanism of public participation, and improving the supervision mechanism of decryption and opening.
