强化石家庄股权交易市场科技创新服务功能的思考——基于河北省农业科技园区企业融资的调研

摘　　要：为解决科技型中小企业融资难题,证监会创新性地指导区域性股权交易市场设立科技创新专版,通过近几年部分省市的试点工作,形成了不少可借鉴推广的成功经验。河北省农业科技企业众多,在农业科技园区主导产业培育和创新发展中发挥着重要作用,但融资渠道不通问题一直难以解决。受行业特征和自身条件的限制,农业科技企业获得资本市场融资的机会有限,更难获得社会其他资本的投资。通过对区域性股权交易市场科技创新专板功能作用的分析,结合河北省农业科技园区企业融资问题并梳理总结发达地区的经验,提出河北省石家庄股权交易市场完善科技创新专板服务功能的可操作性实施方案。To solve the financing problems of small and medium-sized scientific and technological enterprises, the CSRC innovatively guided the regional equity trading market to set up a special board of science and technology innovation. Through the pilot work of some provinces and cities in recent years, many successful experiences can be used for reference and promoted have been formed. There are many agricultural science and technology enterprises in Hebei Province, which play an important role in the cultivation and innovation of leading industries in agricultural science and technology parks, but the problem of unsmooth financing channels has been difficult to solve. Limited by industry characteristics and their own conditions, agricultural science and technology enterprises have limited opportunities to obtain capital market financing, and it is more difficult to obtain investment from other social capital. Based on the analysis of the function and function of the regional equity exchange market to set up the science and technology innovation special board, combining with the financing problems of agricultural science and technology parks in Hebei Province and summarizing the experience of developed areas, this paper discusses the operational implementation scheme of Shijiazhuang equity exchange market to improve the service function of the science and technology innovation special board.
