公众监督调节下环境规制与产业结构升级——基于“两控区”政策的准自然实验

摘　　要：以“两控区”政策作为准自然实验,选用双重差分模型探究环境规制对产业结构升级的影响。研究发现,“两控区”政策显著促进产业结构升级,主要体现为产业结构高级化和可持续化,公众监督起正向调节效应。进一步研究发现,“两控区”政策对资源型城市产业结构升级的促进效应弱于非资源型城市,对再生型资源型城市的促进作用强于成长型、成熟型和衰退型资源型城市,对老工业城市的促进作用弱于非老工业城市。据此,应加大对再生型资源型城市的环境规制力度,畅通公众监督渠道,以构建现代环境治理体系。Based on the natural experiment of"dual-control area"policy,the dual difference method is adopted to identify the impact of environmental regulation on the upgrading of industrial structure.The results show that the"two-control zone"policy can significantly promote industrial structure upgrading,which is mainly reflected in the advanced and sustainability of industrial structure.The public supervision has a positive moderating effect.Further research shows that the"two-control zone"policy of the resource-based cities has a weaker promoting effect on the upgrading of industrial structure than that in non-resource-based cities.The"two-control zone"policy has a stronger promoting effect on the upgrading of industrial structure in the regenerative resource-based cities than in the growth-oriented,mature and declining resource-based cities.The effect of the policy on the old industrial cities is weaker than that of the non-old industrial cities.Accordingly,we should strengthen environmental regulation in regenerative resource-based cities and unblock the channels of public supervision in order to construct a modern environmental governance system.
