摘 要:派驻监督是一类重要的监督制度。在40年实践中,派驻制度先后经历了“双重领导”“统一管理”“直接领导”三个阶段。虽经多次改革,但派驻制度并未达到最优状态,尤其是在派驻机构人员规模不断扩大的情况下,如何更加有效、高效地发挥这支监督力量的作用,就成为一个必须重视的议题。在已有改革中,派驻制度虽有一定程度的整合,但“往出派”的基本特征始终保持。坚持“驻”的一个主要依据是“驻的优势”。分析表明,“驻的优势”尤其是信息优势并不明显;同时却带来三个不利影响,即人员分散偏离规模效应、人情关系影响难以消除、人员分散制约专业化建设。因此,应当将“往回收”作为深化改革的基本方向之一。一些改革实践也表明,“往回收”是更优选择,可采取不同模式,“旺苍模式”和“综合派驻模式”是两种过渡模式,理想模式可参考香港经验。As an important supervision system,the accreditation system has gone through three stages in its 40 years of practice:dual leadership,unified management,and direct leadership.Although the system has been reformed for many times,it has not reached the optimal state,especially in the case of the expanding scale of the staff of the accreditation branch.Therefore,how to play the role of the supervision force more effectively and efficiently has become a topic that must be paid attention to.While this system has been integrated to a certain extent in the previous reforms,the basic feature of dispatching has remained.While the system has advantages,it also has the disadvantages in obtaining information,which results in three unfavorable effects.The dispersion of personnel deviates from the scale effect and restricts the specialization.It is difficult to eliminate the influence of human relations.Therefore,the trend for deepening the reform should be integrating,which has been evidenced as a better option by previous reforms.There are different models to adopt.The“Wangcang Model”and the“Integrated Accreditation Model”are two transitional models and the Hong Kong’s experience could be referred to as ideal.
