摘　　要：“以人民为中心”的城市发展观是对马克思主义城市观的继承与发展。正确理解“以人民为中心”的城市发展观,需要从理论、历史和实践三方面逻辑进行整体诠释,全面把握该主题的时代内涵和战略布局。城市发展自“物本”到“人本”的理论逻辑,在认识和价值两方面深刻阐释了整个经济社会的发展与转型。城市发展自“时间”到“空间”的历史逻辑,揭示了中国城市发展变迁过程和城市治理全球视野的契合点,不仅为中国城市发展提供科学的理论遵循,而且为解决世界城市治理难题提供中国智慧和中国方案。通过中国共产党对城市发展的重要决策和战略部署,为城市居民创造更加美好的生活,探索出具有中国特色的城市发展道路,实现了城市发展自“愿景”到“现实”实践逻辑的转变,也诠释了中国传统民本思想的价值意蕴。The people-centered concept of urban development is the inheritance and development of the Marxist concept of city. To correctly understand the people-centered concept of urban development, we need to logically interpret it from three aspects: theory, history and practice. The theoretical logic of urban development from “material-oriented” to “people-oriented” profoundly explains the development and transformation of the whole economic society. The historical logic of urban development from “time” to “space” reveals the convergence between the process of urban development and change in China and the global vision of urban governance, and provides scientific theoretical guidance for urban development in China. Through the important decision-making and strategic deployment of the Communist Party of China on urban development, we can create a better life for urban residents, explore the path of urban development with Chinese characteristics, realize the transformation of the practical logic of urban development from “vision” to “reality”, and also interpret the value implication of Chinese traditional people-oriented thought.
