摘　　要：“侦审合一”模式设立的初衷是提高公安机关工作效率,而实践中却出现办案质量下降、批捕率及起诉率降低等问题。针对这些问题,全省部分地市开始推行预审工作改革试点,通过预审工作来监督、完善侦查成果,以满足新时期公安工作的需求。公安预审工作具有较强的适应性和生命力,推进预审工作改革,健立科学、完善的预审工作运行机制,具有减轻基层压力、提高办案水平、锻造过硬队伍等现实意义。本文以山东省济南市公安局章丘区分局预审工作改革为契机,总结章丘分局预审改革经验,通过实证研究、文献研究的方法,研究新时期预审工作的职责、机构设置、运行机制等内容。The original intention of combining investigation with review is to improve the work efficiency of public security organs.But in practice,there are many problems such as poor handling of cases,lower arrest rate and prosecution rate,etc.In view of those problems,some cities began to carry out the pilot reform of preliminary review,through which to supervise and improve the investigation results and to meet the need of police work in the new era.Preliminary review has strong flexibility and vitality.Promoting the reform of preliminary review and establishing a scientific and perfect operating mechanism has practical significance such as reducing grass-roots pressure,improving case-handling and building a competent police force.
