摘　　要：随着信息技术不断发展进步,计算机技术、通讯技术及网络技术已渗透进人们生活的方方面面,我们在享受高科技带来的便利与快捷之时,也面临着不法分子利用高科技实施犯罪的风险,产生出一种新的犯罪形式,即网络犯罪,其手段智能、行为即时、操作隐蔽等特点为司法机关的有效防控带来巨大阻碍。文章着眼于网络犯罪不同于通常犯罪行为的特征及表现形式,探索网络犯罪追责和预防中的新思路和有效措施。With the continuous development and progress of information technology,computer technology,communication technology and network technology have penetrated into all aspects of people’s lives.While enjoying the convenience and rapidity brought by high technology,we are also faced with the risk of criminals using high technology to commit crimes,resulting in a new form of crime,namely cyber crime,which has the characteristics of intelligent means,instant behavior,covert operation have brought great obstacles to the effective prevention and control of judicial organs.This article focuses on the characteristics and manifestations of cyber crime that are different from common criminal acts,and explores new ideas and effective measures in the accountability and prevention of cyber crime.
