市域社会治理现代化:体系范畴与能力提升

摘　　要：从科学范畴的角度阐释市域社会治理及其现代化内涵是实现党中央关于加快推进市域社会治理现代化目标的基础。经典社会学中“社会结构论”和“社会主体论”两大流派关于“社会构成”的讨论,为建构市域社会治理现代化的科学内涵提供了启发。市域社会治理体系是建立在纵向层次结构之上,包括横向系统结构及其行动主体相互作用实现治理市域社会的一整套制度安排。在整个体系中,“人”是核心要素。建构现代化的市域社会治理体系需满足纵向层次结构的衔接性、横向系统结构的协同性、社会成员参与的公共性三大目标。相应地,推动市域社会治理能力现代化需从提升市域社会层级链合能力、市域社会整合能力和居民自治能力三个方面进行。The foundation for the Communist Party of China to realize the goal of accelerating the modernization of municipal social governance is to interpret the scientific scope of municipal social governance and its mod⁃ernization.Discussion of“the construction of society”between“social structure theory”and“social subject the⁃ory”provides inspiration to construct the research category of modernization of municipal social governance.The municipal social governance system includes longitudinal hierarchical structure and crosswise system struc⁃ture and the organic unity of the two.Throughout the system,“the human”is the core element.The construction of modern municipal social governance system needs to meet three major goals of longitudinal hierarchical structure convergence,crosswise system structure synergy,and public participation of social members.Corre⁃spondingly,it is necessary to practice from three aspects containing improving the ability of hierarchical chain integration,social integration and residents’autonomy to promote the modernization of municipal social gover⁃nance ability.
