摘　　要：为全面总结冰雪特色学校建设情况,选取黑龙江省冰雪特色学校进行调查研究,总结冰雪特色学校发展的现状及特征。分析影响黑龙江省冰雪特色学校发展的冰雪专项经费投入不足、冰雪师资队伍力量薄弱、冰雪场地设施和器材尚不完备、冰雪课程体系尚不健全、学校领导面临决策难题等五个因素。从充分发挥特色学校示范带动作用角度提出建立政府主导的经费保障机制、加大冰雪人才培养和教学能力提升力度、加大场地建设和器材更新力度、加强课程与教材建设力度、加大冰雪政策的执行力度等促进黑龙江省冰雪特色学校发展的对策与建议,为促进冰雪运动发展、为有关部门和学校科学决策提供参考依据。In order to comprehensively summarize the construction of ice and snow characteristic schools,the ice and snow characteristic schools in Heilongjiang province were selected as the investigation and research objects to summarize the current situation and characteristics of the development of ice and snow characteristic schools.Five factors affecting the development of ice and snow characteristic schools in Heilongjiang province were analyzed,including insufficient investment in ice and snow special funds,weak ice and snow teaching staff,incomplete ice and snow venue facilities and equipment,imperfect ice and snow curriculum system,and tough decision-making problems faced by school leaders.From the perspective of giving full play to the leading role of characteristic schools,it is proposed to establish a government-oriented funding guarantee mechanism,increase the training efforts of ice and snow talents and improve teacher’s teaching capabilities,enhance site construction and equipment renewal,strengthen the construction of curriculum and textbooks,and step up the enforcement of ice and snow policies,and other countermeasures and suggestions to promote the evolvement of ice and snow characteristic schools in Heilongjiang province,so as to promote the progress of ice and snow sports and provide a reference basis for the scientific decision-making of relevant departments and schools.
