摘  要:在政策复杂化的背景下,基层的政策执行绩效呈现出令人困惑的不一致性。基于对D区“商事登记制度改革”的案例研究,将各执行主体重新置入科层结构之中,探讨科层分工的复杂属性及其对基层政策执行绩效差异化的影响。研究发现,科层分工不是一成不变的,它会随着自身“目标、激励和约束各不相同”和“目标、激励和约束富于变化”的结构特征改变而呈现出“层层分化”和“弹性变化”的复杂属性,从而影响政策执行的职责整合度,使其产生高低变化,最终引发执行结果的不一致。主要贡献为对重新认识科层分工和执行波动的关系提供了一个新的分析框架,为反思基层政策执行问题,并对其实行治理提供了针对性的策略。As the complexity of public policy continues to grow,the policy implementation performance at the grassroots level had presented some confusing inconsistencies.Based on the case study of the“Commercial Registration System Reform(CRSR)”in the D district,this article embeds the implementation entities into the bureaucratic hierarchic structure to explore the effects of the complexity of bureaucratic division on the variations of policy performance.The study has yielded the following findings:the bureaucratic division is dynamic,which had induced two complex characteristics:the first one is the divisions among public agencies at different levels that originated in the difference of those agencies’goals,incentives and constraints;the second one is the dynamic changes of the divisions among different public agencies that resulted from the changes of those agencies’goals,incentives and constraints.These two complex characteristics had led to fluctuation of the integration of implementer’s responsibilities,and finally resulted in the variations of policy implementation performance.The main contribution of this article is a new explanatory framework for understanding the relation between bureaucratic division and the variation of policy implementation performance,hence offering new approaches to reflect on the problems concerning the implementation at the grass-root level,as well as constructing new strategies to cope with these problems.
