中国对非援助能否破解反贫困“伊斯特利悲剧”难题

摘　　要：一直以来,“伊斯特利悲剧”式反贫困难题是中国开展国际合作、构建人类命运共同体以及国际社会援助所面临的重要挑战。文章实证检验了中国对非援助与非洲国家贫困率的因果关系与内在影响机制。研究表明:中国对非援助能够显著降低受援国的贫困率;中国对非援助显著的减贫效应主要体现在以发展为目的的项目援助、腐败程度较低、监管质量较高、政府运行效率较高和政局较稳定的非洲国家;中国对非援助的减贫效应可以通过“公共支出效应”和“促贸效应”等经济路径和降低地区冲突的政治路径来实现。文章结论为中国对非援助的减贫效应提供了进一步的经验支持,对中国积极参与国际贫困治理及制定对外援助政策提供参考。The“Easterly tragedy”in anti-poverty efforts has always been an important challenge for China in the process of carrying out international cooperation,building a community with a shared future for mankind and providing aid for international community.This paper empirically tests the causal relationship and internal influencing mechanism between China’s aid to Africa and the poverty rate of African countries.The research shows that:China’s aid to Africa can significantly reduce the poverty rate of the recipient countries;the significant poverty reduction effect of China’s aid to Africa is mainly reflected in the development-oriented project aid and African countries with low corruption degree,high supervision quality,high government operation efficiency and stable political situation;the poverty reduction effect of China’s aid to Africa can be realized through economic paths such as“public expenditure effect”and“trade promotion effect”as well as political path of reducing regional conflicts.The conclusions of this paper provide further empirical support for the poverty reduction effect of China’s aid to Africa and also provide reference for China to actively participate in international poverty governance and formulate foreign aid policies.
