农地流转服务体系有助于抑制耕地撂荒吗?——来自丘陵山区的经验证据

摘　　要：基于赣南丘陵山区的实地调研数据和准自然实验思路,采用PSM方法实证分析县乡村三级农地流转服务体系对丘陵山区耕地撂荒的影响,并进一步分析其异质性和作用机制。结果表明:(1)农地流转服务体系具有显著的耕地撂荒抑制效应,在县乡村三级农地流转服务体系作用下,撂荒农户比例由26.9%下降至14.3%,户均撂荒面积由0.026公顷减少至0.008公顷,户均撂荒率由12.7%降低至3.9%;(2)农地流转服务体系对丘陵山区耕地撂荒的抑制效应因地块禀赋特征和耕作条件而异,能够显著抑制优质耕地撂荒,而无法解决劣质耕地撂荒问题;(3)农地流转服务体系具有通过降低交易成本、控制交易风险和扩大交易半径促进土地流转,进而抑制耕地撂荒的传导机制。据此,建议丘陵山区在完善农地流转服务体系的同时,积极推进农地宜机化改造,通过提高土地的市场化配置水平抑制耕地撂荒。Based on quasi natural experimental ideas and the questionnaire survey data collected of sam⁃ple villages and farmers in the hilly and mountainous regions from southern Jiangxi province of China,the pa⁃per measured the impact of the county-township-village land transfer services network on farmers’land trans⁃fer and abandonment decisions by using propensity score matching(PSM)method,and analyzed its heteroge⁃neity and mechanism.The results show that:(1)The county-township-village land transfer services network can significantly alleviate the farmland abandonment.When there is integrated county-township-village intermedi⁃ary services network available in the farmland market,the proportion of farm households who quit farmland de⁃creases from 26.9 percent to 14.3 percent,the average abandoned area per household decreases from 0.026 hectares to 0.008 hectares,and the average abandoned rate per household decreases from 12.7 percent to 3.9 percent.(2)The alleviation effect varies with plot endowment characteristics and farming conditions.In other words,the farmland transfer intermediary services network can effectively alleviate the abandonment of quality plots,but it cannot resolve the problem of low quality plots abandonment.(3)The county-town⁃ship-village land transfer services network has a transmission mechanism of reducing transaction costs,con⁃trolling transaction risks and expanding transaction radius to promote land transfer and then inhibit the farmland abandonment.It is suggested that the government should further improve the county-township-vil⁃lage farmland transfer services network while implementing the suitable-for-mechanization transformation of farmland to effectively reduce farmland abandonment by improving the market-oriented allocation level of land.
