民用码头建设贯彻海上战略投送要求研究

摘　　要：利用民用码头实施部队和重装备大规模装载上船,为我军海上战略投送提供有力保障,必须贯彻好国防要求。从舰船靠泊、重装备通行、防护抢修等方面分析海上战略投送对民用码头建设的要求。提出民用码头建设贯彻海上战略投送要求标准体系的框架,分析新建码头、既有码头贯彻要求的重点内容。从战略认识、法规机制、设施性能、功能结合等方面给出提高民用码头建设贯彻海上战略投送要求水平的对策。To carry out large scale loading of troops and heavy equipment on board with the civil wharfs and provide a powerful guarantee for our military’s maritime strategic projection, the national defense requirements must be well implemented.The requirements for the construction of civil wharfs for maritime strategic projection are analyzed from the aspects of ship berthing, heavy equipment passage, protection and emergency repair, etc. The frame of the standard system for the construction of the civil wharfs to implement the requirement of maritime strategic projection is established, and the main details for the requirement implementation of new and existing wharfs are analyzed. The countermeasures are put forward to improve the level of requirement implementation of maritime strategic projection in the construction of civil wharfs, from the perspectives of strategic knowledge, regulatory mechanism, facility performance, and combined functions.
