On Promoting Common Prosperity by Developing Urban&Rural Cooperatives Economy

摘　　要：合作社本质上是市场经济条件下弱者联合自强的有效组织形式,其自有一套保证满足社员需求的独特制度安排。较之于其他部门或组织,合作社在促进共同富裕中的作用具有不可替代的优势。私营部门可以做大“蛋糕”却不能分好“蛋糕”,公共部门与社会部门可以分配“蛋糕”但本身并不做大“蛋糕”。唯有合作社,作为一类具有社会功能的企业形态,既可以做大“蛋糕”,又可以分配好“蛋糕”,并最终改善整个社会财富分配结构,还可以提升国民幸福感。基于此,在我国全面发展城乡各种类型合作社经济应当成为促进共同富裕的一个重要途径。而全面发展我国城乡合作社经济的基本实现路径有二:其一是正本清源,通过传播合作社知识和世界各国成功的合作社经验让人们了解合作社的真谛;其二是主动立法,在保证方向正确的前提下选择合适的立法模式为各类合作社发展提供法律支持。Cooperatives are in essence an effective organizational form for the weak to unite and strengthen themselves under the condition of market economy.Cooperatives have their own set of unique institutional arrangements to meet the needs of members.A society of common prosperity must be a balanced society and promoting common prosperity is bound to be inseparable from the synergy of the strong public sector,private sector,cooperatives and other social sectors.They can not only expand the“cake”,but also properly divide the“cake”,and they solve both material life and spiritual life problems.Compared with other sectors or organizations,cooperatives have irreplaceable advantages in promoting common prosperity.The private sector can make a“cake”bigger,but it can’t distribute the“cake”properly.The public sector and social sector can distribute the“cake”,but they cannot make the“cake”bigger.Only cooperatives,as a kind of enterprise form with social functions,can not only make the“cake”bigger,but also distribute the“cake”properly,and finally improve the wealth distribution structure of the whole society,enhancing national happiness.In view of this,the comprehensive development of various types of urban and rural cooperatives economy in China should become an important way to promote common prosperity.There are two basic ways to realize the all-round development of China’s urban and rural cooperatives economy:firstly,to let people understand the true meaning of cooperatives through the dissemination of cooperative knowledge and successful cooperative experience of other countries;secondly,to provide legal support for the development of all kinds of cooperatives on the premise of ensuring the correct direction and choosing an appropriate legislative model.
