荣誉的制度创新:中国新闻奖的改革实践研究

摘　　要：中国新闻奖的评奖规则通过三十多年的制度化过程,构建了荣誉制度的三体结构——参评制度、奖项设计与评选制度。中国记协在评选实践的过程中,不断针对这三种制度设计做出创新性改革,以适应荣誉场域中的情势变迁。中国新闻奖荣誉机制的制度变迁总体上呈现非线性特征,新的政策图景和原有的制度要素相结合促成了荣誉机会的相对均衡、荣誉承认的渐进修正和制度变迁总体上呈现的长期渐进与短期突变并存的规律。中国新闻奖荣誉制度变迁的过程规律、诱致因素与内在机理说明,荣誉承认所包含的政治承认意涵很难通过短期制度突变去改写,制度变迁的空间还受到正负反馈与政策配置等因素的影响。在中国的制度语境下,决策理念这个引起制度变迁的关键要素需得到更多的重视。Through the institutionalization process of more than 30 years,the award evaluation rules of The China Journalism Awards have evolved into the three-body structure of the honor system——the application system,the award design and the selection system.In the process of selection practice,The China Journalists Association has made innovative reforms to these three systems to adapt to the changing situation in the field of honor.In general,the institutional change of honor mechanism of China Journalism Awards presents nonlinear characteristics.The combination of the new policy picture and the original institutional elements results in the relative balance of honor opportunities,the gradual revision of honor recognition,and the coexistence of long-term gradual change and short-term abrupt change in institutional change.The process rules,inducing factors and internal mechanism of the change of honor system of China Journalism Awards show that the political recognition contained in honor recognition is difficult to be changed through short-term institutional change,and the space of institutional change is also affected by positive and negative feedback and policy configuration.In the institutional context of China,the decision-making concept,the key element of institutional change,needs more attention.
