摘　　要：发展绿色经济是实现碳达峰和碳中和的有效途径,当前我国发展绿色经济存在绿色经济制度体系不健全、国际间碳排放权合作难、绿色GDP测算难和构建碳货币体系难等实际困难,结合中央财经委员会第九次会议关于今后五年重点工作所做出的政策决定,提出创建“区块链-绿色资源币”创新型金融产品的建议。通过研究“区块链-绿色资源币”的属性与发行、投资与消费、实施条件等可以发现,国家之间、地方政府之间、地方政府与生产企业之间应将“区块链-绿色资源币”这一创新型碳金融产品作为推进绿色经济发展的有效路径,助力生态、经济、社会和国际间的协同发展。It is an effective way to achieve carbon peaking and carbon neutrality for developing green economy.The analysis found that the green economic system is not complete in its development,and there are difficulties in international carbon emission rights cooperation,green GDP calculations,building a carbon currency system and other practical parts.Combined with the policy decisions made by the 9th Meeting of the Central Finance and Economics Committee on key tasks in the next five years,it put forward a proposal for the creation of“block chain-green resource currency”innovative financial products.By studying the specific content of“block chaingreen resource currency”,such as the attribute and issuance,investment and consumption,implementation conditions,etc.,it is concluded that different application scenarios of“block chain-green resource currency”can be implemented between countries,between local governments,between local governments and production enterprises.As an effective way to promote the development of green economy,this innovative carbon financial product will promote the coordinated development of ecology,economy,society and the world.
