新一轮党政机构改革后县乡林业部门运行问题研究

摘　　要：利用国家林业和草原局发展研究中心2019—2020年17个省市区、43个县市区、138个乡镇在机构改革后的机构设置、职能配置和权责效能等方面的调研数据,分析基层林业管理机构存在的问题与改善策略,全面了解新一轮党政机构改革后县乡两级林业管理部门的运行状况与机构队伍建设情况。研究发现:机构改革后县级林业主管部门上下衔接机制有待完善,与乡镇林业站、乡镇政府的关系亟需完善;实行乡镇直接管理和双重领导体制的乡镇林业站运行不流畅;林业主管部门与其他部门之间的职能划分尚不清晰等问题。在此基础上针对存在的问题提出了相关政策建议。Based on the survey data of 17 provinces,cities,43 counties,cities,and 138 townships in the development research center of the National Forestry and Grassland Bureau for two consecutive years in terms of institutional settings,functional allocation,power and responsibility efficiency after the institutional reform,this paper analyzed the problems and improvement strategies of grass-roots forestry management institutions,and comprehensively understood the operation status and institutional team construction of forestry management departments at county and township levels after the new round of party and government institutional reform.The study found that the convergence mechanism of county forestry authorities need to be improved after institutional reform,and the relationship with township forestry stations and township governments need to be improved.It also found the township forestry stations that implement the township direct management and dual leadership system didn t operate smoothly,the division of functions between forestry authorities and other departments was not clear.On this basis,it put forward relevant policy suggestions to improve the pace of institutional reform.
