摘  要:完善流域防洪工程体系是推动新阶段水利高质量发展的重要路径,是抵御洪涝灾害威胁、保障防洪安全的第一道防线。特殊的地理位置和地形条件决定了淮河水旱灾害防御的重要性、长期性、复杂性和艰巨性。深入分析淮河流域洪涝灾害防御本底特征,系统梳理防洪工程体系现状,提出了完善淮河防洪工程体系的对策措施,为全面提升流域水旱灾害防御能力提供参考。Perfecting the flood control structural system is the key path to promote high-quality water development in the new stage,and the first defense line to resist the threat of flood disasters and ensure flood control security in river ba⁃sins.The special geographical location and topographic conditions determine the importance,long-term,complexity and arduousness of preventing flood and drought disasters in the Huaihe River Basin.Based on an analysis of features of flood and waterlogging prevention and a systematical review of the current situation of the flood control structural system in the Huaihe River Basin,mitigation measures are proposed to perfect the system that may provide a reference for com⁃prehensively enhancing the flood and drought disaster prevention capacity of the basin.
