摘  要:一般水资源紧缺地区具有水资源不足、现状开发利用程度高、局部地区用水超载等特点,开展该类地区水资源承载能力评价,研究其评价思路与方法,对摸清区域水资源承载状况、合理调配全域有限水资源具有重要意义。新疆博尔塔拉蒙古自治州作为典型的水资源紧缺地区,现状超载特征突出,开展基于用水总量控制指标和可利用量两种情形下的水资源承载能力评价,对指导全州水资源开发与管理工作至关重要。Generally speaking, water shortage areas have characteristics of water scarcity, high intensity of development and over-exploitation in some regions. It is of great significance to evaluate water resource carrying capacity in such areas, with a focus on studies of evaluation thinking and methodologies, so as to understand its current status and make rational allocation of limited water resources in the whole region. As a typical water shortage area, the Bortala Mongolian Autonomous Prefecture in Xinjiang has been suffering from a water shortage problem. It is vital to evaluate water resource carrying capacity based on the control index of total water consumption and availability, in order to guide water development and management in the region.
