区域创新政策执行保障研究--基于前瞻性公共政策分析

摘　　要：良好的创新制度与机制设计,是区域创新政策执行的有力保障。文章运用文献研究、演绎归纳等研究方法,结合中国区域创新实践,形成区域创新政策执行有效性的基本分析框架。基于前瞻性公共政策分析,对区域创新政策执行保障进行研究,得出结论:区域创新利益相关者行为规范与权益维护,要求制定环境与健康标准、规制垄断行为、强化知识产权保护及推进创新信用制度建设;要构建创新共同体内部融合与互动学习机制,创建良性合作机制及完善互动学习机制;金融市场完善与创新产出激励,强调创新成果产权激励、知识溢出补偿、创新金融激励、创新收益分配。Good innovation system and mechanism design is a strong guarantee for regional innovation policy implementation.This paper uses literature research,deductive induction and other research methods,combined with China's regional innovation practice,to form a basic analysis framework of the effectiveness of regional innovation policy implementation.Based on the prospective public policy analysis,this paper studies the implementation guarantee of regional innovation policies,the conclusions are as follows:the behavioral norms and rights protection of regional innovation stakeholders require the establishment of environmental and health standards,the regulation of monopoly behavior,the strengthening of intellectual property protection and the promotion of innovation credit system construction;it is necessary to construct the integration and interactive learning mechanism within the innovation community,establish the benign cooperation mechanism and improve the interactive learning mechanism;financial market improvement and innovation output incentive,emphasizing innovation achievements property rights incentive,knowledge spillover compensation,innovation financial incentive,innovation income distribution.
