摘 要:以河南省为例,对国内中小学图书馆建设现状进行分析,发现问题并提出解决思路,为教育“双减”政策背景下中小学图书馆发展提供参考。对77所中小学示范性图书馆的实地调查数据进行统计分析,发现图书馆在管理机制创建、基础设施建设、基本业务开展及阅读指导方面取得明显成效,但存在区域发展不平衡、业务工作专业性有待提高、统计工作欠缺、工作人员专业素养较低及中小学不同阶段图书馆利用差异明显等问题,提出健全经费保障机制、提高业务工作质量、重视图书馆统计、完善馆员人才保障机制、充分发挥图书馆职能作用等措施,进一步推动中小学图书馆建设和发展。Taking Henan Province as an example,the paper analyzes the current situation of the construction of domestic primary and secondary school libraries,finds out the problems and puts forward some solutions,aiming at providing reference for the development of the libraries under the policy of"double reduction"in education.Through statistical analysis of the field survey data of 77 demonstration libraries in primary and secondary schools,it is found that the libraries have made notable progress in establishment of management mechanism,infrastructure construction,library basic work and reading guidance,but there are some problems such as unbalanced regional development,low degree of library work specialization,lack of statistical work,poor professionalism of librarians and significant difference of the library utilization in different stages of primary and secondary schools.Finally,some suggestions are put forward to further promote the construction and development of primary and secondary school libraries,such as improving funding guarantee mechanism,improving the quality of professional work,paying more attention to library statistics,perfecting the ensuring mechanism of talents,and giving full play to the functions of the libraries.
