日本民宿业高质量发展的经验与启示

摘　　要：民宿业的高质量发展不仅在于数量规模的增长,更在于规范化、品质化、特色化的经营。梳理日本民宿业的主要发展阶段和地区分布状况,发现其高质量发展的模式和路径主要基于业态合法化进程中的政府顶层设计和市场机制引导两个方面。政府在国家层面对民宿业合法化进行顶层设计,制定行业专门法为民宿业设置许可经营门槛;市场机制引导民宿业品质化发展,逐渐放松民宿经营限制,从服务和接待等方面促进民宿品质化和差异化发展,因地制宜塑造民宿业的在地特色。基于此,中国民宿业在法治环境建设、品质化经营及可持续发展方面可以得到启示。High-quality development of the homestay industry lies not only in the growth of quantity and scale,but also in the standardized,high-quality and characteristic operation.This paper sorts out the main development stages and regional distribution of Japanese homestay and summarizes its high-quality development mode and path mainly based on the government’s top-level design and market mechanism guidance in the process of legalization of the industry.The government develops top-level design for the legalization of the homestay industry at the national level,and formulates the industry-specific law to set a threshold for licensing operations in the homestay industry.The market mechanism guides the quality development of the homestay industry by gradually loosening restrictions on homestay operations,regulating quality and differentiated development of homestay in terms of services and reception,and shaping local characteristics of the homestay industry according to local conditions.Based on this,China’s homestay industry should be enlightened in terms of legal environment construction,quality operation and sustainable development.
