边疆治理现代化视域下的“设市治边”

摘　　要：优化行政区划设置是国家治理现代化的重要内容。中华人民共和国成立以来,“设市治边”作为边疆治理现代化的重要路径,经历了起步、加速、稳定、提质四个阶段,推动了治边理念、重心、体系以及边疆城市功能的重大转变,促进了边疆地区各民族交往交流交融,形成了包括发挥体制优势、坚持因地制宜、融入国家战略、注重配套联动等具有中国特色的“设市治边”经验。然而,目前还面临行政区划体制限制、经济社会发展水平制约、环境因素影响等难题。随着全面建设社会主义现代化国家新征程的开启,“设市治边”必须全面贯彻新时代党的治边方略,升级走向“兴市强边”;坚持以铸牢中华民族共同体意识为主线,推动“以城为本”走向“以人为本”;坚持以“区域主义”为基础,优化边疆设市标准及配套政策的精准支持,从而最终实现固边兴边富边强边等边疆治理现代化目标。The optimization of administrative division is a significant tool in the national governance modernization. Since the founding of PRC, “establishing cities to govern borderland region” has been playing an important role in border governance modernization. It has experienced four stages of initiation, acceleration, stability, and quality improvement, while promoted the major transformation of the border governance concept, focus, system and the functions of the border cities. It has promoted exchanges and integration among all ethnic groups in the border areas, while formed up the experience of “setting up cities to governing border areas” with Chinese characteristics, including fully promoting institutional advantages, adhering to local conditions, integrating into national strategies, and paying attention to supporting facilities and linkage. However, it is still faced with difficult problems such as administrative division system restriction, economic and social development level restriction, and the influence of environmental factors. With the opening of a new journey of building a modern socialist country in an all-round way, “establishing cities for border governance” must fully implement the Party’s border governance strategy in the new era, and upgrade to “revitalizing the city and strengthening the border governance”.We will continue to build the sense of community of the Chinese nation as the main line, and promote a move-forward from being “city-oriented” to “people-oriented”. Adhering to the basis of “regionalism”, we should adopt precise support to optimize the standards and supporting policies for setting up cities in the border areas, so as to finally achieve the modernization goals of border governance, such as strengthening, revitalizing, enriching, and strengthening border areas.
