高校行政权力包容性视域下“非升即走”制度的反思与完善

摘　　要：在对“非升即走”制度产生的原因进行相关回顾的基础上,在高校行政权力包容性视域下对“非升即走”制度进行了反思。价值目标与权力缘起构成了运用行政权力包容性反思“非升即走”制度的基础,同时包容性提供了破解“非升即走”制度执行矛盾与目标困境的可能。包容性视域下“非升即走”制度的价值取向应该聚焦于优胜劣汰、净化教师队伍,弹性升降、避免人才流失,富于人性、增加组织归属感。加快“双一流”建设,在实行“预聘—长聘”人事制度改革过程中,“非升即走”制度的执行需张弛有度;勘定行政权力与学术权力的边界;进一步促进行政权力与学术权力结构的均衡与协调;克服功利化考核倾向,营造“坐冷板凳”的科研环境。On the basis of reviewing the causes of the system of “up-or-out”, this paper reflects on the system from the perspective of the inclusiveness of university administrative power.Using executive power reflects “up or out” openly is the basic system constituted by the value goals and origin of power, while inclusiveness provides the possibility to solve the contradiction and goal dilemma of “up-or-out” system.From the perspective of inclusiveness, the value orientation of the principle should focus on the survival of the fittest, the purification of teachers, flexible rise and fall, the avoidance of brain drain, the enrichment of humanity and the enhancement of organizational belonging.In the process of accelerating the construction of “double first class” and the personnel system reform implementation of “pre employment to long-term employmen”, we need to pay attention to the following three points: The implementation should be relaxed.It is necessary to define the boundary between academic power and administrative power and then we need to promote the balance and coordination of administrative power and academic power structure, to overcome the utilitarian assessment tendency and to create a “bench” scientific research environment.
