摘　　要：“双碳”背景下新能源渗透率提高,省内断面潮流越限问题日趋严重。为解决仅通过金融输电权市场无法缓解阻塞的问题,以及为规划建设部门及调度运行机构提供可靠的长期阻塞管理方案,本文考虑源荷不确定性,建立了基于市场驱动的发电商、用户作为输电网策略性投资主体的Stackelberg均衡模型。本文设计通过金融输电权收益和现货市场收益回收成本的方式驱动策略投资者选择最佳投资策略,研究策略投资者如何在最小化输电投资成本和市场多投资者存在下的最小化调度成本机制之间达到均衡。算例分析验证了本文基于市场驱动的输电网投资的阻塞缓解效果,并分别讨论了不同投资主体方案、金融输电权价值及源荷不确定性对输电网投资扩建的影响。The penetration of renewable energy under the“Double-carbon”background has made the problem of power flow congestion within one province increasingly serious,which cannot be relieved only through the financial transmission right market.To provide a reliable long-term congestion management scheme for the planning and construction departments as well as the dispatching operating unit,the uncertainties in sources and loads are considered in this paper,and a market-driven Stackelberg equilibrium model is established,with generators and users as strategic investment participants for transmission network.According to the design proposed in this paper,strategic investors who are driven by financial transmission right revenue and spot market income recovery costs choose the best investment strategy.Accordingly,the way in which the strategic investors reach equilibrium with the minimization of transmission investment costs and scheduling costs under the background of multiple investors in the market is studied.The results of a case study verify the congestion mitigation effect of the proposed market-driven transmission network investment model.In addition,the effects of different plans of investment participants,values of financial transmission right,and uncertainties in sources and loads on the transmission network investment expansion are discussed,respectively.
