摘　　要：湘桂向海经济走廊作为一种开放型通道经济新模式,以交通轴线及城市群为依托,促进陆海资源要素协同关联,有助于拓展湖南出海出边大通道,并实现长江中游城市群、广西北部湾经济区与东盟经济圈的超级衔接。湘桂向海经济走廊已拥有RCEP生效实施的重大机遇以及长期合作框架的政策支撑和资源禀赋互补的基础条件,但也面临着周边区域竞争加剧资源要素外流、省际协调机制与联通保障不足、产业结构布局与协同发展能力不强等现实挑战。建设湘桂向海经济走廊从目标定位、空间结构、互联互通三个方向发力,主动融入区域协调发展战略,科学编制总体规划,有效发挥省际交界区域示范带动效应,并围绕制度耦合、要素驱动、平台建设三项路径,全面构建协同联动工作机制,不断优化向海经济产业链布局,探索形成重点领域互动合作模式,从而打造新的增长极,推动湘桂向海经济高质量发展。As a new mode of open channel economy,Hunan-Guangxi Seaward Economic Corridor is helpful to expand the main channel of Hunan’s sea and border,and realize the super convergence of Triangle of Central China,Guangxi Beibu Gulf Economic Zone and ASEAN Economic Circle,which is based on the traffic axis and urban agglomeration to promote the synergy of land and sea resources.Hunan-Guangxi Seaward Economic Corridor has great opportunities for the effective implementation of the Regional Comprehensive Economic Partnership(RCEP),the policy support of long-term cooperation framework,and the basic conditions for the complementary of resource element endowments.It also faces realistic challenges such as the outflow of resource factors caused by the competition in surrounding regions,the lack of regional coordination mechanism and basic guarantee of connection,and the weak industrial structure layout and coordinated development ability.The construction of Hunan-Guangxi Seaward Economic Corridor need to make great efforts in three directions of target orientation,spatial structure and connectivity,actively integrate into the regional coordinated development strategy,scientifically formulate the overall plan,and effectively bring into play the demonstration and leading effect of the regions at the inter-provincial boundary,and focus on the three paths of institutional coupling,factor-driven,platform construction,comprehensively construct the collaborative linkage mechanism,continuously optimize the layout of Hunan-Guangxi Seaward Economic Industrial Chain,and explore the formation of linkage cooperation mode in key areas,so as to create a new growth pole and promote the high-quality development of Hunan-Guangxi Seaward Economy.
