治理认同与健康文明生活方式建构——以农村人居环境整治为例

摘　　要：“美好生活需要”背景下,国家如何建构健康文明的生活方式成为重大命题。“治理认同”,即通过各类治理机制形塑人们对于健康文明生活方式的心理认同,是健康文明生活方式建构的重要路径。农村人居环境整治实践通过利益引导、道德规范、社会关系、社会权威使健康文明生活方式获益化、道德化、关系化、公共化,形塑人们对于健康文明生活方式的文化认同。经济权力和文化权力是治理认同的基础性权力。其中,文化权力居于主导地位。这表明以文化权力为代表的非正式权力越来越重要,呈现“非正式权力正式化”的趋势。为建构健康文明的生活方式,当前阶段的基层治理需要完成“非正式权力的正式化”,并走向“治理认同”。Against the background of “the need for a better life”, how to construct a healthy and civilized lifestyle has become an important topic. “Identity governance”, that is, shaping the people’s psychological identity with a healthy and civilized lifestyle through various governance mechanisms, is an important means for the construction of a healthy and civilized lifestyle. The practice of improving the rural living environment makes a healthy and civilized lifestyle beneficial, morality-oriented, relationship-oriented and public-oriented through the good guidance of benefits, good moral norms, good social relations and good social authorities, and forms the people’s cultural identification with a healthy and civilized lifestyle. Economic power and cultural power are the basic powers of identity governance. Among them, cultural power is in the dominant position. This shows that informal power represented by cultural power is becoming more and more important, presenting a trend of “formalization of informal power”. In order to construct a healthy and civilized lifestyle, grassroots governance at the current stage needs to complete “formalization of informal power” and marches toward “identity governance”.
