浅谈危险化学品生产项目国内首次生产工艺安全可靠性论证报告编写要点

摘　　要：近来一些制药企业及精细化工企业发生事故,归结重要的一个原因是未对国内首次使用的生产工艺、新开发的工艺进行安全可靠性论证,即投入生产。因此对国内首次使用的生产工艺、新开发的工艺进行安全可靠性论证是十分有必要的。主要介绍国内首次使用的生产工艺、新开发的工艺,从小试实验、中试实验、工业化实验及工业化放大效应敏感因素分析等方面编写新工艺论证报告需要关注的要点,为相关企业及科研院所编写新工艺论证报告提供建议。One of the important reasons for the recent accidents in pharmaceutical and fine chemical enterprises is that they have not demonstrated the safety and reliability of the first-used and newly-developed processes in China,put them into production.Therefore,it is necessary to demonstrate the safety and reliability of the first domestic production process and the newly developed process.This paper mainly introduces the production process used for the first time in China,the newly developed process,and the main points needing attention in preparing the new process demonstration report from the aspects of small-scale experiment,pilot-scale experiment industrial experiment and the analysis of the sensitive factors of industrial scale-up effect,provide suggestions for related enterprises and scientific research institutes to prepare new process demonstration report.
