青田县新冠肺炎疫情防控跨境社会动员路径研究  

Cross⁃border social mobilization path of the prevention and control of the COVID⁃19 in the hometown of overseas Chinese:A case study on Qingtian County

摘　　要：2020年2月末,国内新冠肺炎疫情有所控制,与此同时,拥有6200多万外海外华侨的中国面临巨大的境外输入疫情防控压力,如何动员海外华侨共同抗疫成为难题。文章以华侨之乡———浙江省青田县为例,分析其实现跨境社会动员的路径及动员基础。实地调研发现,青田县政府主要通过情感动员、组织动员和网络动员这三条路径动员海外华侨配合抗疫、参与抗疫。高效的社会动员行动离不开坚实的动员基础,青田县和海外华侨日常在政治上高度融入、经济上联系紧密、生活上频繁交往,构建了良好的海内外社会关系,跨境社会动员行动得以高效开展。但在动员过程中还存在社区缺乏年轻、专业化高的常备志愿者队伍和跨境社会动员行动可持续性差等问题,需合理组建社区应急志愿者队伍和常态化下海外侨胞联络平台。青田县较为成功的跨境社会动员对防控境外输入疫情具有实践意义。At the end of February 2020,the domestic COVID⁃19 epidemic has been brought under control.Meanwhile,China,which has more than 62 million overseas Chinese,is facing tremendous pressure to prevent and control the imported COVID⁃19 epidemic.How to mobilize overseas Chinese to fight against the COVID⁃19 epi⁃demic together is a problem.This paper took Qingtian County,Zhejiang Province,the hometown of overseas Chi⁃nese as an example,to analyze its path and foundation to achieve cross⁃border social mobilization.The field survey found that Qingtian County Government mainly mobilized overseas Chinese to cooperate with and participate in the fight against the epidemic through emotional mobilization,organizational mobilization and network mobilization.Efficient social mobilization is inseparable from a solid foundation.Qingtian County and overseas Chinese are high⁃ly integrated in politics,have frequent economic exchanges,and are warm⁃hearted in life.They have built a good social relationship at home and abroad,so that cross⁃border social mobilization can be carried out efficiently.How⁃ever,in the process of mobilization,there are still some problems,includinglack of young and highly professional standing volunteer team in the community,and the poor sustainability of cross⁃border social mobilization.It is nec⁃essary to reasonably establish a community emergency volunteer team and a normalized overseas Chinese exchange platform.The successful cross⁃border social mobilization in Qingtian County has practical significance for the pre⁃vention and control of imported epidemic.
