摘　　要：以“人民城市”重要理念为指引,面向市民公共服务需求和城市公共空间治理两大数字施力对象,将科层效率提升、共建共治共享和专业能力提升作为数字政府建设的目标导向。在公共服务需求上,以城市发展的全生命周期和全方位、多样化的公共服务需求为核心,以“一网通办”为牛鼻子,实现对企业和居民“有求必应、无事不扰”。在公共空间治理上,以城市数字生命体征为先导,以城市公共空间的全周期、全过程综合场景打造为牵引,以“一网统管”为牛鼻子,实现城市的源头治理、系统治理和精细化治理。Guided by the important concept of“People’s City”,the digital government is oriented towards the two major targets of public service needs of citizens and urban public space governance,with the improvement of section-level efficiency,common construction and governance,and professional capacity as the goal of digital government construction.In terms of public service demand,with the whole life cycle of urban development and the full range and diversity of public service needs as the core,with“One Network for All”as the bull’s nose,to realize“responding to requests and not disturbing if it’s okey”for enterprises and residents.In the governance of public space,we take the digital vital signs of the city as the guide,the whole cycle and the whole process of urban public space as the traction,and“One Network Management”as the bull’s nose to realize the source governance,system governance and fine governance of the city.
