新时代中国边疆经济治理的理论基础与政策框架

摘　　要：长期以来,边疆发展研究是经济学研究的边缘领域。然而,在国际与国内形势发生深刻变化的今天,边疆经济治理已经上升到国家战略层面,边疆地区经济发展涉及全局稳定与安全,边疆经济问题应当被重新审视。面对新时期中国边疆地区经济发展面临的新问题和新形势,经济学研究应立足中国实际,建立具有中国特色的边疆经济治理理论基础与政策框架。基于此,可首先从经济学学科视角出发,将边疆地区特殊性纳入经济学理论框架,构建基础数理模型来阐释边疆经济治理的理论依据。然后在总结新时期中国边疆经济治理的政策框架的基础上,对边疆经济治理政策完善方向进行展望。Frontier development has been a marginal field of economic research for a long time.However,with the profound changes of international and domestic situations in recent years,the frontier economic governance has risen to the national strategic level.The economic development of the frontiers involves the overall stability and security,and the related economic problems should be reexamined.Facing the new problems and new situation of economic development in Chinese frontiers in the new era,economic research should be based on China's reality,and establish a theoretical basis and policy framework for frontier economic governance with Chinese characteristics.From the perspective of economics,this paper first brings the particularity of frontiers into the economic theoretical framework and constructs a basic mathematical model to explain the theoretical basis of frontier economic governance;secondly,it summarizes the policy framework of Chinese frontier economic governance in the new era;finally,it predicts the direction of improving the borderland economic governance policy.
