摘 要:党的十九大报告指出我国经济正处在转变发展方式、优化经济结构、转换增长动力的攻关期。在此背景下,从投入-产出角度出发构建城市新旧动能转换评价指标体系,并利用DEA超效率和Malmquist指数模型对我国18个重点城市2010~2020年间新旧动能转换效率进行测算和分析,最后借助Tobit回归模型探究影响城市新旧动能转换效率的主要因素。结果表明:在新旧动能转换过程中,产业结构优化、能源效率提高、科技进步、创新能力增强以及高质量人才对济南经济增长和人民生活水平提高的促进作用显著,其中科技创新是影响城市新旧动能转换效率最主要的因素。为此,要从增强科创能力、优化产业和能源结构以及人才引进等方面努力,加快城市新旧动能转换进程,实现高质量发展。With China's economy shifting from the stage of high-speed growth to the stage of high-quality development,the strategies for transforming old and new economic drivers have become a necessary path to achieve high-quality development.We construct an evaluation system including 7 dimensions from the perspective of input-output and employs the super-efficiency data envelopment analysis(SE-DEA)model and Malmquist index model to measure and compare the city’s efficiency of transforming old and new economic drivers in China.Moreover,the main driving factors affecting the efficiency are further investigated with the help of Tobit model.The results show that:in the process of converting old and new kinetic energy,industrial structure upgrading,energy efficiency improvement,scientific and technological progress,innovation ability enhancement and the introduction of high-quality talents have a very significant role in promoting Jinan's economic growth and people's living standards.Efforts should be made to enhance scientific and technological innovation capabilities,build a rationalized advanced industrial structure and energy consumption structure,and introduce talents,so as to accelerate the transformation of old and new kinetic energy and achieve high-quality development.
