供给侧改革视域下群众体育赛事发展困境及优化路径

摘　　要：运用文献资料、专家访谈等研究方法,基于供给侧改革的研究视域,对我国群众体育赛事的多维价值、发展困境及优化路径进行审视,旨在为我国群众体育赛事持续健康发展提供理论依据。主要结论:梳理分析我国供给侧改革的理论渊源与内涵界定,认为我国供给侧改革与西方供给学派存在着本质区别。供给侧改革为群众体育赛事提供新动力,群众体育赛事与供给侧改革存在深度契合的正外部性关系。我国群众体育赛事的多维价值体现在推动体育产业深入发展、满足人民多样体育需求、增强中华民族文化自信等方面。当前供给侧改革下群众体育赛事发展主要面临着供给总量不足,行政干预过重、供给结构不全,供需矛盾突出、供给质量不高,制度依赖严重等现实困境。应立足于体育产业供给侧改革,提出推进政府职能转移,完善公共体育服务、健全赛事供给制度,优化赛事供给结构、提升赛事供给质量,大力培育市场主体等优化路径。Based on the research perspective of supply-side reform, this paper examines the multi-dimensional value, development dilemma and optimization path of mass sports events by using literature, expert interviews and other research methods, aiming at laying a solid foundation for the sustainable and healthy development of mass sports events in China. The main conclusions are as follows: The theoretical origin and connotation of supply-side reform in China are analyzed, and the essential difference between China’s supply-side reform and Western supply schools is considered.Supply-side reform provides new impetus for mass sports events. There is a positive externality relationship between mass sports events and supply-side reform. The multi-dimensional value of mass sports events in China is embodied in promoting the in-depth development of sports industry,meeting the diverse sports needs of the people, and enhancing the cultural self-confidence of the Chinese nation. Under the current supply-side reform, the development of mass sports events is mainly faced with the realistic predicament of insufficient supply, excessive administrative intervention, incomplete supply structure, prominent contradiction between supply and demand, low quality of supply, and serious system dependence. Based on the reform of the supply side of sports industry, we should put forward some optimum paths, such as promoting the transfer of government functions, improving public sports services, improving the supply system of sports events,optimizing the supply structure of sports events, improving the supply quality of sports events, and vigorously cultivating the main body of the market.
