国家安全概念的国外研究向度和构建理路--基于SSCI数据库(2000年至今)的系统性文献综述

摘　　要：[研究目的]对SSCI数据库(2000年至今)中与国家安全相关的论文进行梳理分析,尝试性地提出一种国家安全概念的构建理路。[研究方法]基于系统性文献综述法,从发表情况(发表时间、发表期刊)、研究主题等描述性分析出发,提出国外学界对国家安全概念的五大研究向度。[研究结论]国外学者大多将国家安全视为“一种高度依赖军事干预的环境”“维护国家内外利益的中坚力量”“囊括国家所有领域的系统性战略”“国家对话国际社会的先决条件”“每一位公民都需贯彻的道德意识”。根据这些研究,能够基于本体-功能-价值三方面,阐述国家安全概念的构建理路:在本体上,国家安全是国家以实现安全为目标而自然形成的制度体系;在功能上:国家安全是评判国家利益和衡量安全能力的尺度和标准;在价值上:国家安全是立足于国家意志而形成的安全意识。[Research purpose]This paper sorts and analyzes the papers related to national security in the SSCI database(2000-present),and tentatively proposes a rationale for the construction of the concept of national security.[Research method]Based on a systematic literature review,the paper starts from the descriptive analysis of publication status(published time,published journals)and research topics and proposes five research directions for the concept of national security in foreign academic circles.[Research conclusion]Most foreign scholars regard national security as"an environment that is highly dependent on military intervention""the backbone of safeguarding national and external interests""a systematic strategy covering all areas of the country""a prerequisite for countries to dialogue with the international community""the moral consciousness that every citizen needs to implement".According to these studies,we can propose the construction of the concept of national security from the three aspects of ontology,function and value.In the aspect of ontology,national security is an institutional system naturally formed by a country with the goal of achieving security.In the aspect of function,national security is the scale and standard for judging national interests and measuring security capabilities.In the aspect of value,national security is the security consciousness formed based on the will of the country.
