摘　　要：[研究目的]政府数据开放作为一种地方创新,是大数据时代政府治理转型的重要突破口。通过政府数据开放成效影响因素的组态分析,有助于形成经验借鉴,让数据资源真正成为国家竞争力的一部分。[研究方法]利用模糊集定性比较分析方法,选择上线政府数据开放平台的16个省区作为研究样本,对样本省区政府数据开放过程成效的影响因素展开研究。[研究结论]主要得出以下结论:第一,以政策压力、企业压力、公众压力、组织保障、信息基础保障和财政保障作为影响因素,构建了数据开放成效“外驱-支撑”影响因素模型;第二,从驱动模式来看,现阶段存在组织驱动型、“正三角”驱动型、“正梯形”驱动型、公众驱动型和“窄矩形”驱动型5种政府数据开放的驱动模式;第三,“正梯形”驱动模式同时具备强大的驱动力与支撑力,为政府数据开放最佳模式。[Research purpose]As a local innovation,government data opening is an important breakthrough in the transformation of government governance in the era of big data.The configuration analysis of the factors affecting the effectiveness of government data opening is helpful to form a national experience for reference,so that data resources can truly become a part of the national competitiveness.[Research method]Using the FSQCA method,16 provinces and regions that have been online on the government data open platform as of 2019 are selected as the research samples to conduct research on the impact mechanism of the effectiveness of the government data open process in the sample provinces and regions.[Research conclusion]The main conclusions are as follows:First,the"external drive-support"influencing factor model of the effectiveness of data opening has been constructed;Second,the government data opening process is affected by multiple factors.At this stage,there are five drive modes for open government data:organization driven,public driven,"triangular"driven,"positive trapezoid"driven,and"narrow rectangle"driven;Third,the"positive trapezoid"drive mode is the best mode.On this basis,targeted policy recommendations were put forward.
