战略智能视角的高新技术企业发展障碍评价研究——基于全国36个地区面板数据的实证

摘　　要：我国历来强调科技创新的重要性,作为在促进我国经济增长作用显著、创新能力日益提高的高新技术企业群体,自其诞生就与科技政策中的高新技术企业认定政策有直接联系。然而,近年来对我国各地区高新技术企业发展的整体评价研究不足。本文通过分析国家高新技术企业政策,结合数据的可获得性,建立评价指标体系,引入障碍因子,通过熵权法确定权重,对全国36个地区高新技术企业发展障碍进行诊断,研究显示我国高企发展障碍从高到低依次是创新产出、创新投入、经济贡献、规模。从经典的绩效测量、问效等为导向的“向后看”的评价模式,向积累学习、政策改进、提供战略智源等“向前看”的方向拓展,为后续高新技术企业政策措施方向提供完善、改进的依据和政策建议。China has always emphasized the importance of scientific and technological innovation. The new & high-tech enterprises as a group playing a significant role since its birth in promoting China’s economic growth and in improving its innovation ability have much to do with the identification policy for new & high-tech enterprises in China’s science and technology policies. However, in recent years, the research on the overall evaluation of the development of new & high-tech enterprises in various regions of China is insufficient. Through the analysis of the national high-tech enterprise policies and with the availability of data, this paper establishes an evaluation index system, analyzes the restraining factors, determines the weight through the entropy weight method, and diagnoses the development obstacles of new & high-tech enterprise in 36 regions of China. It concludes that the obstacles from high to low to the development of new & high-tech enterprise in China are innovation output, innovation input, economic contribution and scale. This paper makes a shift from the classic “backward-looking” evaluation model guided by performance measurement and efficiency assessment to the “forward-looking” model of accumulating learning experience, promoting policy improvement and providing strategic intelligence resources so as to provide the basis and policy suggestions for the improvement of the policy measures for the future new & high-tech enterprises.
