摘 要:职称评审是学术不端的高发区,高校职称评审涉及科研人员、同行评议专家和管理人员,都存在学术不端的风险。究其根源,经济上是追求个人利益最大化,制度上是异化的科研评价制度和职称评审制度,文化上是人情社会的负面影响。为此,防范高校职称评审中的学术不端行为,应加强科研诚信教育与宣传,签订学术诚信承诺书和职称评审保密承诺书,全面推行论文代表作制度,制定针对同行评议专家和管理人员的学术不端处理办法,严格执行学术不端处理制度。The evaluation of professional titles is a high-incidence area of academic misconduct.Scientific researchers,peer review experts and management personnel involved in the evaluation of professional titles in colleges and universities are all at a risk of academic misconduct.The root cause is the pursuit of maximizing personal interests economically,the alienation of scientific research evaluation system and professional title evaluation system institutionally,and the negative influence of human relationship culturally.To prevent academic misconduct in the evaluation of professional titles in colleges and universities,it is necessary to strengthen the education and publicity of scientific research integrity,sign academic integrity commitments and confidentiality commitments for professional title evaluation,fully implement the representative works evaluation system,formulate the treatment measures of academic misconduct for peer review experts and management personnel,and strictly implement the academic misconduct handling system.
