摘  要:产业用地紧张问题已经严重制约了农村一二三产业融合发展。调研发现,新增建设用地短缺、部分土地政策稳定性不强、粗放用地等是导致农村产业融合发展用地紧张的主要因素。为缓解产业建设用地紧张,多个省市在供地模式、用地方式上大力创新,探索出了不少先进经验和成功做法。借鉴国内先进经验,治理农村产业融合发展土地困境,要着力做好三方面工作。一是落地落实各级土地政策确保建设用地依规供给;二是盘活闲置低效产业用地开拓农村融合产业用地空间;三是推进土地节约集约利用缓解农村融合产业用地紧张。The shortage of industrial land has seriously restricted the integrated development of rural industry.The survey finds that the shortage of new construction land,the instability of some land policies,and extensive land use are the main factors that lead to the shortage of rural industrial land.In order to alleviate the shortage of industri⁃al construction land,several provinces and cities have made great efforts to innovate in land supply modes and land use methods,and have explored many advanced experiences and successful practices.To learn from the experience of other provinces and cities,and deal with the land dilemma of the integrated development of rural industries,we need to focus on three aspects:The first is to implement land policies at all levels to ensure the supply of construc⁃tion land in accordance with regulations;the second is to revitalize idle and low-output industrial land for opening up the space of land for rural integrated industries;the third is to promote the economical and intensive use of land to ease the shortage of land for rural integrated industries.
