异质型环境规制对经济高质量发展的影响研究——以长江经济带为例

摘　　要：基于长江经济带2000—2019年11个省市的数据,在采用改进的熵值法测算出经济高质量发展水平的基础上,运用面板固定效应模型、中介效应模型和门槛效应模型分析异质型环境规制对长江经济带经济高质量发展的影响。研究发现:命令控制型环境规制能够有效促进长江经济带经济高质量发展,且存在单一门槛效应,跨越门槛值后,促进作用减弱;市场激励型与公众参与型环境规制对长江经济带经济高质量发展的影响均表现为抑制作用,且前者的抑制作用更强,但其不具有门槛效应,公众参与型环境规制表现为单一门槛效应,且跨越门槛值后,抑制作用减弱;另外,中介效应分析结果表明:命令控制型与市场激励型环境规制可以通过影响区域科技创新水平间接作用于长江经济带经济高质量发展,而科技创新在公众参与型环境规制影响经济高质量发展的过程中不具有间接效应。Based on the data of 11 provinces and cities in the Yangtze River Economic Belt(YREB)from 2000 to 2019 and the high-quality economic development level estimated by the improved entropy method,this paper uses the panel fixed effect model,mediation effect model,and threshold effect model to analyze the impact of heterogeneous environmental regulations on the high-quality economic development of the YREB.The study finds that command-and-control environmental regulation can effectively promote the high-quality economic development of the Yangtze River Economic Belt,and there is a single threshold effect.After crossing the threshold,the promotion effect weakens.Both market incentive and public participation-based environmental regulations have an inhibitory effect on the highquality economic development of the Yangtze River Economic Belt.The former has a stronger inhibitory effect while having no threshold effect.The public participation-based environmental regulation shows a single threshold effect and the inhibitory effect weakens after crossing the threshold.In addition,a mediating effect analysis result shows that command-and-control and market-incentive environmental regulations can indirectly affect the high-quality economic development of the Yangtze River Economic Belt by affecting the level of regional scientific and technological innovation,while the scientific and technological innovation has no indirect effect on the process of public participation-based environmental regulation affecting high-quality economic development.
