摘　　要：政策环评公众参与是促进决策公开透明的重要抓手,对促进公民环境权益实现、完善源头预防体系、支撑环境治理模式创新、推进新时期生态文明建设意义重大。但我国政策环评及其公众参与开展较晚,发展缓慢,仍存在许多亟待解决的问题。本文梳理了政策环评公众参与的制度发展、实践进展及研究现状;构建了涵盖公众主体、参与时机、参与方式、信息获取、意见采纳及反馈5个要素的有效公众参与框架;分析了现阶段我国环评公众参与的问题,并借鉴国外经验,提出完善制度规范、优化参与程序、加强保障机制等改善建议,推动政策环评公众参与体系的建设与完善。Public participation in policy environmental impact assessment(policy EIA)is of great significance to developing transparent decision-making processes,guarding the realization of citizens′environmental rights and interests,improving the source prevention system,supporting the innovation of environmental governance system,and promoting the construction of ecological civilization in the new era.Nevertheless,China′s policy EIA and its public participation were carried out relatively late and developed slowly,and there are still many problems that need to be solved urgently.In this paper,the state-of-art of public participation in China′s policy EIA is summarized from the institutional development,practical progress,and research status.An effective public participation framework is constructed,including five elements of public subject,intervention time,participation method,information acquisition,opinion adoption,and feedback.The problems of current public participation is analyzed against the framework.By referring to foreign experience,improvement suggestions are put forward to improve institutional system,optimize participation procedures,and strengthen guarantee mechanism,which will further promote the construction and improvement of the public participation system in policy EIA.
