摘　　要：目的通过对游泳场所卫生信用监管模式展开探索和研究,进一步推动以信用为基础的新型监管机制,为卫生健康领域信用监管全面推行提供经验和借鉴。方法运用文献分析、问卷调查、专家咨询等研究方法相结合。结果采用条件式评定方法,制定卫生监督信用评价规则,对本次调查的上海市长宁区66家游泳场所开展信用评价,依据评价结果开展综合应用,形成长宁区游泳场所卫生信用监管模式。结论开展游泳场所卫生信用监管工作是创新监管的重要手段,是强化事中事后监管的重要举措,后续在制度设计、平台建设、奖惩机制方面有待进一步完善。Objective By exploring and studying about health credit supervision model in swimming places,this paper further promotes the new supervision mechanism based on credit and provides experience and reference for the full implementation of credit supervision in the field of health.Methods Literature analysis,questionnaire survey,expert consultation etc.are combined to form research approach,then to lay a theoretical and practical foundation.Results Taking 66 swimming places as the research object by means of conditional evaluation,comprehensive application is carried out according to the evaluation results of health supervision,and finally formulate the model of health credit supervision of swimming places in Changning District.Conclusions To carry out the“credit+comprehensive supervision”of swimming places is an important means of innovative supervision and an important measure to strengthen in-process and post supervision,but it needs to be further improved in system design,platform construction and reward and punishment mechanism.
