实现新时代高校贫困生资助“精准帮困”的路径--基于H大学的调查分析

摘　　要：高校贫困生资助工作事关贫困大学生的全面发展,是我国教育事业与扶贫事业融合推进的一个重要议题。该文基于H大学的调查,从程序正义与结果正义两个维度对其资助工作机制的精准性、实效性进行深度分析。在此基础上,从提高学生违规成本、强化学生责任意识、培养自立自信自强品质等方面出发,提出促进学生诚信申报、消除“搭便车”心理、加强能力建设、消除对贫困生的歧视与偏见的建议。The financial aid for needy college students is related to the comprehensive development of them,and is an important issue in the integrated promotion of education and poverty alleviation in China.Based on the inves⁃tigation of H University,this paper makes an in-depth analysis of the accuracy and effectiveness of its mechanism of financial aid from the two dimensions of procedural justice and outcome justice.On this basis,from the aspects of increasing the cost of students’violations,strengthening students’sense of responsibility,and cultivating stu⁃dents’self-reliance,self-confidence and self-improvement,this paper puts forward policy suggestions for pro⁃moting students’quality declaration,eliminating the intention of being a“free rider”,strengthening capacity building,and eliminating discrimination and prejudice against poverty.
