摘　　要：在农业现代化背景下,地方政府主导下的耕地集中流转不仅有利于增加耕地面积,也有利于提高耕地利用效率,缓解人地矛盾。但同时应该清醒认识到集中流转带来的一些负面影响:耕地经营非农化与非粮化、耕地资源浪费、土壤污染及肥力下降等。政府在主导耕地集中流转过程中,应正视和重视这些问题,针对产生问题的原因,从尊重农民主体性地位、推进耕地集中流转相关制度的协调完善以及处理好政府和市场的关系等方面,采取相应措施,以促进耕地资源保护。In the context of agricultural modernization, the centralized transfer of cultivated land under the leadership of local governments is not only conducive to increasing the area of cultivated land and improving the quality of cultivated land, but also conducive to improving the efficiency of cultivated land utilization and alleviating the contradiction between man and land.At the same time, it should also be clearly recognized that centralized transfer will bring about some negative effects: “non-agriculturalization” and “non-grainization” of arable land, soil pollution, soil fertility decline, and waste of arable land resources.Therefore, based on the analysis of the reasons for the impact of the concentrated transfer of cultivated land under the leadership of the government on cultivated land resources, the path of respecting the main status of farmers, doing a good job in “access management”,strengthening supervision, improving the system, and handling the relationship between the government and the market, etc.Promote the protection of cultivated land resources.
