摘  要:《区域全面经济伙伴关系协定》(RCEP)的签署和生效,形成了世界上参与人口最多、成员结构最多元、发展潜力最大的自贸区。中国对RCEP国家的文化产品进出口额约占中国对外文化产品进出口总额的四分之一,加入RCEP对于中国包括对外文化贸易在内的各类国际贸易竞争力均具有重大意义。从总体上看,中国处在全球文化贸易价值链的中端。要科学地把握中国对RCEP成员国文化贸易的现状,针对不同成员国的特点,有的放矢地提升对外文化贸易的优势。要加强研发投入,培育中国对外文化贸易的高端要素;适应国际文化贸易的态势,把在岸创新和离岸创新相结合;用好优惠关税和原产地累积规则,扩大对外文化投资;发展数字文化,打造促进国际文化贸易的新型平台。The signing and implementing of Regional Comprehensive Economic Partnership Agreement(RCEP) has established a free trade zone with the largest participation population,the most diverse membership structure and the greatest development potential in the world.China’s imports and exports of cultural products to RCEP countries account for about a quarter of those to the world.Joining RCEP is of great significance for China to enhance foreign cultural trade.On the whole,China is at the middle end of the global cultural trade value chain.Hence,in order to improve the advantages of foreign cultural trade,it is necessary to scientifically grasp the present situation of China’s cultural trade with RCEP countries according to the characteristics of different member countries.The major points of inprvement include strengthening R&D investment to cultivate high-end elements of China’s foreign cultural trade,adapting to the trend of international cultural trade to combine onshore innovation with offshore innovation,and fully utilizing preferential tariffs and rules of origin cumulation to expand foreign cultural investment,and developing the digital culture to create a new platform for promoting international cultural trade.
