摘 要:目前,我军装备备件各级库存配置不太合理,经常出现因调拨不及时或者库存不足导致停飞的情况;现有研究存在RMS因素影响考虑不足、效能指标不符我军保障实际、需求分布缺乏实例检验、多等级多层级库存优化和仿真研究较少等问题。本文在对国内外研究现状进行系统、全面分析的基础上,归纳出现有研究存在问题和需要解决的关键科学问题,提出了具体解决方法,即采用系统方法,从装备RMS保障特性出发,分析并确定备件需求影响因素及保障效能评估指标,研究我军装备训练任务规划和保障系统运行机制,运用数理统计理论确定不同备件的需求分布,运用系统工程、可靠性维修理论、概率论、蒙特卡罗算法等理论、方法与技术,以保障经费为约束,以特定保障水平为目标,建立基于RMS的周转量预测、多等级多层级库存优化、任务驱动的库存控制仿真模型体系。本文可以为我军装备备件多等级多层级库存优化及仿真技术研究提供指导依据,对提升我军装备备件保障能力、实现精确保障具有重要的军事经济效益和推广应用价值。At present,the decision-making of equipment spare parts inventory in our army is still based on experience and lack of theoretical basis,resulting in frequent shortage and backlog of spare parts,unreasonable inventory allocation of warehouses at all echelons,and frequent grounding due to untimely allocation.These problems have a great impact on the accurate support of equipment spare parts support in our army.In addition,there are some problems in the existing research,such as insufficient consideration of RMS factors,inconsistent effectiveness indicators with the actual support of our army,lack of case test for demand distribution,less research on multi-echielon multi-level inventory optimization and simulation of cluster system,solution algorithm affecting the performance of the model.Based on the systematic and comprehensive analysis of the existing research,this paper proposes to adopt the system method,focus on the multi-echelon multi-level turnover inventory decision-making needs of our army’s equipment spare parts,start from the equipment RMS support characteristics,analyze and determine the influencing factors of spare parts demand and support efficiency evaluation indicators,study our army’s equipment training task planning and the operation mechanism of support system,use the mathematical statistics theory to determine the demand distribution of different spare parts,and use the system engineering,reliability maintenance theory,probability theory,simulated annealing algorithm,Monte Carlo algorithm and other theories,methods and technologies,take the support fund as the constraint and the specific support level as the goal,establish the turnover prediction model based on RMS,multi-echelon multi-level inventory optimization model and task driven inventory control simulation model.This paper can provide guidance for the research of multi-level and Multi-level Inventory Optimization and simulation technology of equipment spare parts in our army,and have important military economic benefits and populariz
