基于“三调”成果的山地县域建设用地高效发展优化策略——以湖北省竹山县为例

摘　　要：文章结合湖北省竹山县的“三调”成果探索山地县域用地结构特征,为实现山地县域建设用地优质、可持续发展,提出多层级的山地县域建设用地高效发展优化策略:①总量—结合人口流动趋势,合理预测人口规模并划定城镇开发边界;②增量—完善土地利用标准,依托山地城镇基础数据平台实现分区;③存量—盘活存量建设用地,构建完整的规划开发建设全过程;④流量—明确县域发展定位,通过规划制定多层级的城镇体系。以此为基础,通过“框定总量、严控增量、盘活存量、加大流量”,倒逼山地县域转变现有粗放的土地利用方式。Based on the results of “the third national land survey” of Zhushan county,Hubei province,the paper studies the characters of mountainous counties,and proposes efficient and sustainable land use strategies from several aspects:general volume shall be decided based on population flow prediction and urban development boundary;incremental land use shall be zoned based on the integration of relevant standards and basic data platform;stock land use shall be regenerated with a comprehensive planning including whole process development;a clarified and multi-level urban system shall be formulated with clear orientation based on flows.The strategies will promote mountainous county’s turn away from expansive land use model.
