摘 要:从不同角度对2000-2020年黑龙江国有林区林业生态建设投入产出状况进行分析并运用DEA模型测算其效率。结果表明:林业生态建设投资及其占林业总投资的比例呈先上升后下降趋势,中央财政资金是投资的主要资金来源,营造林规模呈波动下降趋势,森林抚育规模大幅增加,林业生态建设综合效率值为0.908,DEA无效的原因是纯技术效率较低且存在投入冗余及产出不足。因此,建议创建林业生态建设投资基金,完善投资管理政策,形成多元化投资模式,通过碳汇造林、PPP项目库、林业贴息贷款等手段吸引社会资本;建立科学规范的森林抚育与管护体系,提高营林技术创新能力;通过员工培训、人才引进、奖惩制度等手段提高林业生态建设劳动力综合素质,优化投入产出的管理组织能力。⑴ Background——Since the implementation of the natural forest resource protection project, forestry ecological construction activities have become an important part of forestry production and management in Heilongjiang state-owned forest regions.It is of great practical significance to analyze the status quo of forestry ecological construction activities and measure its efficiency, which can be used to improve the ecological construction and protection level.⑵ Methods——The index system is constructed based on the input and output data of forestry ecological construction in Heilongjiang state-owned forest regions from 2000 to 2020.Time series analysis is used to analyze the input-output status of forestry ecological construction from different angles, and the DEA model is used to measure the efficiency of forestry ecological construction.⑶ Results——First, the forestry ecological construction investment in Heilongjiang state-owned forest regions and its proportion in total forestry investment show a trend of first increasing and then decreasing from 2000 to 2020.The investment of forestry ecological construction is single, and the central financial funds are its main source.The decrease of suitable forest land and the increase of afforestation and forest reservation costs lead to a trend of fluctuating downward of afforestation scale.The scale of forest tending increases greatly, and the achievements in forestry ecological construction are considerable.Second, the average comprehensive efficiency of forestry ecological construction is 0.908,which is at a relatively high level, but it is not as effective as DEA,and there is still room for improvement.The average value of scale efficiency(0.971) is higher than that of pure technical efficiency(0.935),indicating that the efficiency of forestry ecological construction is more limited by pure technical efficiency.Forestry ecological construction is mainly a scale driven model, and the rationality of input scale allocation is higher than that of input st
