摘　　要：社会组织作为社会力量是党和政府实施乡村振兴战略中的有益补充。现代社会组织在强化基层治理和促进乡村治理的过程中,扮演着公共政策的沟通者、公共产品(服务)的提供者以及社会资本的创造者的角色。从实际来看,社会组织参与乡村治理在与政府关系构建、自身建设以及村民沟通上还存在不足,因此,借鉴成都市郫都区战旗村社会组织参与乡村治理经验,希望进一步健全党的领导与政府负责制,加强社会组织自身建设,提高村民思想水平,发挥社会组织优势,培养共同体意识,为推进乡村治理体系和治理能力现代化作贡献。In the context of the in-depth promotion of the Rural Revitalization Strategy,China has put forward new governance measures for the governance of socialist new countryside.In the face of the new historical situations,social organizations,as important social forces,are a useful supplement to the Party and the government in the process of implementing the strategy to achieve cooperative governance.In the process of strengthening grass-roots governance and promoting rural governance,modern social organizations play the role of communicator of public policy,provider of public goods(services)and creator of social capital.From a practical point of view,the participation of social organizations in rural governance is still insufficient in such aspects as relationship with the government,self-capacity enhancement,and communication with villagers.Therefore,drawing on the experience of social organizations in Zhanqi Village,Pidu District,Chengdu,we hope to further improve the Party’s leadership and government responsibility system,strengthen the self-construction of social organizations,improve the villagers’ideological level,give full play to the advantages of social organizations,and cultivate community awareness,so as to contribute to the modernization of rural governance system and governance capacity.
